प्रशांत महासागर में गर्म पानी के चलते अल-नीनो तेजी से बन रहा है। विश्व मौसम विज्ञान संगठन (WMO) ने मंगलवार को इसपर जारी अपडेट में चेतावनी दी है।
इससे वैश्विक तापमान और बारिश के पैटर्न पर गहरा असर पड़ेगा साथ ही आने वाले महीनों में मौसम संबंधी घटनाएं बढ़ने का खतरा है।
भारत पर पड़ेगा असर
WMO के अनुसार जून से अगस्त के बीच अल-नीनो बनने की 80 प्रतिशत तक संभावना है। यह लगभग तय माना जा रहा है कि भारत का मॉनसून कमजोर रहेगा। जून का महीना सामान्य से अधिक गर्म रहेगा, जैसा कि भारतीय मौसम विभाग (IMD) ने पहले ही अनुमान लगाया था।
हालांकि अल-नीनो की तेजी और समय को लेकर अभी अनिश्चितता बनी हुई है, लेकिन अधिकांश मॉडल इसे कम से कम मध्यम श्रेणी का बता रहे हैं। WMO ने कहा कि एल-नीनो के नवंबर तक जारी रहने की 90 प्रतिशत की संभावना है। इसका मतलब है कि पूरे दक्षिण-पश्चिम मॉनसून सीजन पर इसका असर रहेगा, जो खरीफ फसलों की बुवाई का समय है।
2024 के रिकॉर्ड तापमान
WMO महासचिव सेलेस्टे साउलो ने कहा, ‘2023-24 का हालिया एल- नीनो रिकॉर्ड पर दर्ज पांच सबसे मजबूत एल-नीनो में से एक था।
इसने 2024 में देखे गए रिकॉर्ड तोड़ वैश्विक तापमान में भूमिका निभाई थी।’ संगठन ने सरकारों को सूखा, भारी बारिश, लू और समुद्री-स्थलीय दोनों जगहों पर गर्मी के बढ़ते खतरे के लिए तैयार रहने की सलाह दी है।
सरकार की तैयारियां
स्थिति की गंभीरता को देखते हुए केंद्रीय कृषि मंत्री शिवराज सिंह चौहान की अध्यक्षता में कृषि मंत्रालय ने तैयारियों की समीक्षा बैठक बुलाई। मंत्री ने किसानों से घबराने की बजाय सतर्क रहने और केंद्र व अन्य हितधारकों के साथ समन्वय बनाकर काम करने का निर्देश दिया।
बैठक में सूखा-रोधी किस्मों, कम पानी वाली फसलों (जैसे बाजरा) को बढ़ावा, मौसम-आधारित कृषि सलाह, पानी का कुशल प्रबंधन और क्षेत्र-विशेष अनुकूलन रणनीतियों पर जोर दिया गया।
चौहान ने कहा कि आपातकालीन योजनाएं जिला स्तर तक एक्टिव की जाएं और इन्हें स्थानीय परिस्थितियों, पानी की उपलब्धता, फसल पैटर्न तथा जोखिमों को ध्यान में रखकर लागू किया जाए। बैठक में बताया गया कि देश के जलाशयों में पानी का स्तर वर्तमान में सामान्य से 127 प्रतिशत अधिक है।
IMD का पूर्वानुमान
इस बीच IMD ने केरल में मॉनसून के 4 जून के आसपास पहुंचने की संभावना जताई है, जबकि पहले इसके आने की संभावना 1 जून को थी। मौसम विभाग ने पहले ही देशभर में इस सीजन में ‘सामान्य से कम’ बारिश का अनुमान लगाया है, जिसमें 60 प्रतिशत संभावना कमी की है।
