किसाऊ बांध परियोजना में आएगी तेजी, गृह मंत्री अमित शाह लेंगे बैठक

उत्तराखंड से जुड़ी बड़ी किसाऊ बांध परियोजना के काम में अब तेजी आएगी। गृह मंत्रालय पिछले करीब छह माह से सीधे इसकी निगरानी कर रहा है। सोमवार को गृह मंत्री अमित शाह सभी हितधारक राज्यों के अफसरों के साथ दिल्ली में बैठक करेंगे। इसके बाद 16 जून को मुख्यमंत्री पुष्कर सिंह धामी के साथ भी बैठक करने वाले हैं।

किसाऊ बांध परियोजना की संशोधित विस्तृत परियोजना रिपोर्ट (डीपीआर) तैयार हो गई है। 1940 के दशक में इस परियोजना का बीजारोपण हुआ था। वर्ष 1996 में इसकी एक डीपीआर तैयार हुई लेकिन पर्यावरण संबंधी आपत्तियों और अन्य कारणों से यह आगे नहीं बढ़ पाई। वर्ष 2008 में केंद्र सरकार ने इसे राष्ट्रीय परियोजना घोषित किया। नई डीपीआर बनाने का फैसला हुआ लेकिन काम आगे नहीं बढ़ पाया।

16 जून को मुख्यमंत्री धामी के साथ करेंगे बैठक
वर्ष 2021 में संशोधित डीपीआर बनाने का फैसला हुआ। यह डीपीआर अब तैयार हो चुकी है, जिससे परियोजना करीब 15 हजार करोड़ रुपये में तैयार होगी। गृह मंत्रालय इस परियोजना को जल्द निर्माण के चरण में लाना चाहता है। डीपीआर एप्रूवल के लिए केंद्र को भेजी गई है, जिस पर पर्यावरणीय व अन्य स्वीकृतियां होनी हैं।

गृह मंत्री अमित शाह सोमवार को इस परियोजना की समीक्षा करेंगे, जिसमें हितधारक राज्यों यूपी, उत्तराखंड, हरियाणा, पंजाब, दिल्ली और हिमाचल के अफसर शामिल होंगे। उत्तराखंड से मुख्य सचिव आनंदबर्द्धन, यूजेवीएनएल के एमडी अनिल कुमार सिंह समेत कई अफसर इस बैठक में शामिल होंगे। अफसरों के साथ बैठक के बाद गृह मंत्री शाह 16 जून को राज्य के मुख्यमंत्री पुष्कर सिंह धामी के साथ इस पर बैठक करेंगे।

एशिया की दूसरी सबसे बड़ी परियोजना
टिहरी के बाद एशिया की दूसरी सबसे बड़ी इस परियोजना से उत्तराखंड और हिमाचल प्रदेश के 17 गांव जलमग्न होंगे। जिससे करीब 1000 परिवारों का विस्थापन होगा। बहुउद्देशीय किसाऊ जलविद्युत परियोजना के पूरी होने के बाद 660 मेगावाट बिजली का उत्पादन होगा। इसमें से उत्तराखंड को 350 मेगावाट बिजली के साथ ही उत्तराखंड, उत्तर प्रदेश, हरियाणा, पंजाब, दिल्ली और हिमाचल प्रदेश के किसानों को सिंचाई के लिए पानी भी मिल सकेगा। इससे यमुना में पानी की कमी भी दूर हो जाएगी।

राज्यों के बीच सहमति का इंतजार
किसाऊ बांध परियोजना में सबसे बड़ी अड़चन हिमाचल प्रदेश की है। हिमाचल ऊर्जा सरप्लस राज्य है। हिमाचल का ही ज्यादा हिस्सा इस परियोजना से जलमग्न होना है। लिहाजा, राज्य इसमें गंभीरता नहीं दिखा रहा है। गृह मंत्रालय के कमान अपने हाथ में लेने के बाद उम्मीद जताई जा रही है कि सभी छह हितधारक राज्यों के बीच सहमति बन जाएगी।
