लखनऊ, 25 जून। उत्तर प्रदेश को उत्तम प्रदेश बनाने के लिए कृत संकल्प योगी सरकार प्रदेश को एक ट्रिलियन डॉलर की इकॉनमी बनाने के लिए एक ओर जहां प्रदेश में निवेश लाने की प्रक्रियाओं पर जोर दे रही है, वहीं प्रदेश के एक्सप्रेसवेज को अत्याधुनिक सुविधाओं से लैस करने की प्रक्रिया पर काम कर रही है। एक्सप्रेसवे को अत्याधुनिक सुविधाओं से लैस करने से एको ओर यात्रियों को मिलने वाली सुविधाओं में इजाफा हो रहा है वहीं प्रदेश में लॉजिस्टिक्स संबंधी मूवमेंट को भी सुरक्षित निगरानी उपलब्ध कराने की प्रक्रिया में सुधार हुआ है। इस क्रम में सीएम योगी आदित्यनाथ के विजन अनुसार विस्तृत कार्ययोजना तैयार की गई थी और इसे क्रियान्वित करते हुए अब बुंदेलखंड एक्सप्रेसवे को एडवांस्ड ट्रैफिक मैनेजमेंट सिस्टम (एटीएमएस) से लैस करने की प्रक्रिया शुरू कर दी गई है। उत्तर प्रदेश एक्सप्रेसवे औद्योगिक विकास प्राधिकरण (यूपीडा) ने इस प्रक्रिया को क्रियान्वित करते हुए रिक्वेस्ट फॉर क्वॉलिफिकेशन (आरएफक्यू) व रिक्वेस्ट फॉर प्रजोजल (आरएफपी) माध्यम से आवेदन मांगे हैं।
कई एडवांस्ड फीचर्स से लैस होगा ट्रैफिक मैनेजमेंट कमांड सेंटर
बुंदलखंड एक्सप्रेसवे को आईटीएमएस इनेबल्ड बनाने के लिए जो कार्ययोजना तैयार की गई है उसके अनुसार बुंदेलखंड एक्सप्रेसवे पर ट्रैफिक मैनेजमेंट कमांड सेंटर की स्थापना होगी। इसके जरिए ट्रैफिक मॉनिटरिंग व मैनेजमेंट प्रक्रिया को बल मिलेगा। ट्रैफिक मैनेजमेंट कंट्रोल (टीएमसी) यूनिट को 360 टेराबाइट रिकॉर्डिंग सर्वर स्टोरेज से युक्त किया जाएगा। बैकअप रिकॉर्डिंग्स के लिए भी 240 टेराबाइट की रिकॉर्डिंग स्टोरेज सर्वर युक्त होगा।
एडवांस्ड ड्राइवर एडवायजरी सिस्टम से लैस किया जाएगा टीएमसी
टीएमसी यूनिट को फैसिलिटी मॉनिटरिंग सिस्टम कंट्रोलर, ग्राफिक डिस्पले, इंटरनेट व एसएमएस सर्वर, फाइबर चैनल होस्ट व यूएसबी जॉयस्टिक कंट्रोल्ड पीटीजेड कैमरों से युक्त किया जाएगा। इमर्जेंसी टेलिफोन हेल्पलाइन कंसोल, स्टाफ के लिए आधार इनेबल्ड बायोमीट्रिक फिंगरप्रिंट स्कैनर मशीन, सर्ज प्रोटेक्शन डिवाइस, लाइटनिंग प्रोटेक्शन यूनिट, एडवांस्ड ड्राइवर एडवायजरी सिस्टम, जीपीएस ट्रैकर समेत 890 कैमरों के संचालन के लिए वीएएमस लाइसेंस से युक्त किया जाएगा।

मौजूदा प्रक्रिया में बुंदेलखंड एक्सप्रेसवे को एटीएमएस इनेबल्ड बनाने के लिए अलग-अलग 50 लोकेशंस पर 150 वीआईडीएस इनेबल्ड कैमरे इंस्टॉल किए जाएंगे। यह कैमरे विशिष्ट होंगे और सोलर एनर्जी पावर्ड होने के साथ ही सिंगल चार्ज में 96 घंटे तक की ऑपरेशनल टाइमिंग होगी। योजना के अंतर्गत सीसीटीवी कंट्रोलर युक्त पीटीजेड कैमरों को बुंदेलखंड एक्सप्रेसवे पर इंस्टॉल किया जाएगा।
व्हीकल स्पीड डिटेक्शन सिस्टम करेगा ओवरस्पीडिंग गाड़ियों को मॉनिटर
मोशन डिटेक्शन सर्विलांस कैमेरा व व्हीकल स्पीड डिटेक्शन सिस्टम को बुंदेलखंड एक्सप्रेसवे के दोनों तरफ इंस्टॉल किया जाएगा। इससे, ओवरस्पीडिंग करने वाली गाड़ियों के विषय में अलर्ट जारी हो सकेगा और कंट्रोल रूम द्वारा इसे तुरंत ट्रैक किया जा सकेगा। इस क्रम में, 90 मीटर रेंज के स्पीड डिटेक्शन रडार भी प्रभावी सिद्ध होंगे जिनकी इंस्टॉलेशन की प्रक्रिया भी साथ ही में पूर्ण की जाएगी तथा डिजिटल ट्रांसमिशन सिस्टम को भी क्रियान्वित किया जाएगा।
5 वर्ष की अवधि के लिए आवंटित होगा कार्य
बुंदेलखंड एक्सप्रेसवे को एटीएमएस युक्त बनाने के लिए यूपीडा ने रिक्वेस्ट फॉर क्वॉलिफिकेशन (आरएफक्यू) व रिक्वेस्ट फॉर प्रजोजल (आरएफपी) माध्यम से आवेदन मांगे हैं। इस प्रक्रिया के जरिए नियुक्त होने वाली एजेंसी द्वारा ही इन सभी कार्यों को यूपीडा के अधिकारियों की देखरेख में पूरा किया जाएगा। उल्लेखनीय है कि यूपीडा द्वारा 5 वर्षों की कार्यावधि के लिए कार्य आवंटित होगा और चयनित एजेंसी को इन सभी इक्विप्मेंट्स की प्रोक्योरमेंट, इस्टॉलेशन, ऑपरेशन व मेंटिनेंस से संबंधित कार्यों को पूर्ण करना होगा। इसके अतिरिक्त यूपीडा स्टाफ को इसके संचालन के लिए ट्रेनिंग भी उपलब्ध करायी जाएगी। इस क्रम में, टेक्निकल स्टाफ व कंट्रोल रूम ऑपरेशन स्टाफ की नियुक्ति का कार्य भी एजेंसी द्वारा पूर्ण किया जाएगा।
