मुख्यमंत्री योगी आदित्यनाथ ने कहा कि बुनकर केवल परंपरा के संवाहक नहीं, बल्कि प्रदेश की अर्थव्यवस्था के सशक्त आधार हैं। ऐसे में उनकी आय, सम्मान और आजीविका की स्थिरता सुनिश्चित करना राज्य सरकार की सर्वोच्च प्राथमिकताओं में है। उन्होंने कहा कि वर्तमान में बुनकरों के सामने कच्चे माल की बढ़ती लागत, डिजाइन और आधुनिक तकनीक का अभाव तथा सीमित बाजार पहुंच जैसी चुनौतियां हैं। इन समस्याओं का समाधान केवल योजनागत सहायता से नहीं, बल्कि एक सुदृढ़ एवं समन्वित तंत्र विकसित कर ही संभव है। मुख्यमंत्री ने इस दिशा में परिणामोन्मुख, क्लस्टर-आधारित नई कार्ययोजना तैयार करने के निर्देश दिए।
गुरुवार को हथकरघा विभाग की समीक्षा बैठक में अवगत कराया गया कि प्रदेश में लगभग 1.99 लाख बुनकर कार्यरत हैं और उत्तर प्रदेश इस क्षेत्र में देश में छठवें स्थान पर है। कालीन, दरी एवं मैट के उत्पादन में प्रदेश अग्रणी है, जबकि बेडशीट, फर्निशिंग और ब्लैंकेट जैसे उत्पादों में भी राज्य की मजबूत उपस्थिति है। वर्ष 2024-25 में देश का कुल हथकरघा निर्यात ₹1178.93 करोड़ रहा, जिसमें उत्तर प्रदेश का योगदान ₹109.40 करोड़ (लगभग 9.27 प्रतिशत) रहा।
मुख्यमंत्री ने निर्देश दिए कि बुनकर बहुल क्षेत्रों की पहचान कर वहां क्लस्टर विकसित किए जाएं, ताकि उत्पादन, गुणवत्ता और विपणन को एकीकृत किया जा सके। उन्होंने स्पष्ट किया कि ये क्लस्टर केवल उत्पादन तक सीमित न रहकर पूर्ण वैल्यू चेन के रूप में विकसित हों, जहां डिजाइन, ब्रांडिंग, पैकेजिंग और बाजार तक पहुंच एक ही ढांचे में सुनिश्चित हो।
बैठक में क्लस्टर चयन, बेसलाइन सर्वे, विस्तृत परियोजना रिपोर्ट (डीपीआर) तैयार करने, प्रभावी क्रियान्वयन तथा सतत अनुश्रवण जैसे पहलुओं पर विस्तार से चर्चा हुई। मुख्यमंत्री ने कहा कि प्रत्येक क्लस्टर में सीमित संख्या में बुनकरों को संगठित कर पंजीकृत इकाइयों के रूप में विकसित किया जाए, जिससे सामूहिक उत्पादन और विपणन को बढ़ावा मिले। साथ ही, इन क्लस्टरों को आधुनिक तकनीक, उन्नत उपकरणों और कौशल प्रशिक्षण से जोड़ा जाए, ताकि उत्पादों की गुणवत्ता और प्रतिस्पर्धात्मकता में सुधार हो।
बाजार की मांग के अनुरूप तैयार करें उत्पाद
डिजाइन और विपणन को सुदृढ़ बनाने पर जोर देते हुए मुख्यमंत्री ने कहा कि उत्पाद की सफलता बाजार की मांग के अनुरूप होने पर ही संभव है। उन्होंने ‘डिजाइनर-कम-मार्केटिंग एग्जीक्यूटिव’ तथा ‘डिजाइन हाउस/सोर्सिंग-बाइंग एजेंसी/एक्सपोर्ट हाउस’ जैसे संस्थागत तंत्र को प्रभावी रूप से लागू करने के निर्देश दिए। इससे उत्पादों की गुणवत्ता में सुधार, बड़े बाजारों तक पहुंच और बुनकरों की आय में वृद्धि सुनिश्चित होगी।
मुख्यमंत्री ने डिजिटल प्लेटफॉर्म, ई-कॉमर्स और ब्रांडिंग के विस्तार पर विशेष ध्यान देने को कहा, ताकि बुनकरों को सीधे उपभोक्ताओं से जोड़ा जा सके। बैठक में मुख्यमंत्री ने पॉवरलूम बुनकरों के विद्युत बिल में कमी लाने के लिए बेहतर प्रयासों की जरूरत भी बताई। मुख्यमंत्री के निर्देश पर इस संबंध में हतकरघा विभाग और पॉवर कॉर्पोरेशन मिलकर कार्ययोजना तैयार करेंगे। मुख्यमंत्री ने सौर ऊर्जा को बढ़ावा देने पर विशेष बल देते हुए कहा कि इससे बुनकरों की विद्युत लागत में कमी आएगी और उन्हें दीर्घकालिक राहत मिलेगी। उन्होंने इस दिशा में प्रभावी कार्ययोजना तैयार करने के निर्देश दिए।
मुख्यमंत्री ने कहा कि उत्तर प्रदेश का बुनकर समुदाय राज्य की समृद्ध परंपरा, रोजगार और अर्थव्यवस्था का महत्वपूर्ण आधार है। अतः ऐसी संतुलित, पारदर्शी और व्यावहारिक नीति तैयार की जाए, जिससे बुनकरों को वास्तविक राहत मिले, उद्योग को नई गति मिले और प्रदेश की पारंपरिक बुनकरी को सशक्त आधार प्राप्त हो सके। बैठक में सूक्ष्म, लघु एवं मध्यम उद्यम, खादी एवं ग्रामोद्योग, रेशम उद्योग, हथकरघा एवं वस्त्रोद्योग मंत्री राकेश सचान की उपस्थिति रही।
